This demonstrates the department’s commitment to excellence in evidence handling, storage, and preservation. On October 18, 2022 and November 1, 2022 the Council approved Job Order Contracts (JOCs) with five contractors for various Drainage & Street Improvement Projects. The initial contract length is for one year with the option of renewing for four additional one year terms. The attached contract amendments from Desert Construction, Inc., J. Banicki Construction Inc., Kinney Construction Services, McCormick Construction Co. and Sunland Asphalt & Construction, LLC will allow staff to continue using these companies using the JOC process. Staff recommends approval.
The City has been awarded a Recycling Partnership Grant for its recycling program. Since the recycling program is funded through the Solid Waste Fund which is an enterprise fund, the grant expenditures need to be recorded in an enterprise grant fund. This will be a new fund and will entail a $150,000 budget appropriations transfer from the General Grants Fund to the new Solid Waste & Recycling Grants Fund. Staff recommends approval to create a new fund and transfer $150,000 in budget appropriations.
The Kingman Police Department has been awarded a grant from the Arizona Governor’s Office of Highway Safety (AZ GOHS), Agreement #2026-405d-025, in the amount of $27,000 through Federal 405d funding. This funding will support overtime and related expenses for officers conducting DUI/Impaired Driving enforcement across the City of Kingman. Efforts will focus on saturation patrols and details during major holidays and large community events. In addition, KPD will continue to actively participate with the Western Arizona DUI Task Force, strengthening regional roadway safety through coordinated enforcement. Staff recommends approval.
This project will remove existing equipment and install a scale, switchover system, smart valves, metering assemblies, injectors, detectors, manifolds, emergency equipment, and startup of the new system. This project will help ensure wastewater quality, system efficiency, and operator safety. This is an approved project in the adopted FY26 budget with a fiscal impact of $219,298.68 to the Wastewater Capital Renewal Fund. Job Order Contract (JOC) ENG23-0162 with Felix Construction Company will be utilized. Staff recommends approval.
The new Environmental Protection Agency (EPA) Lead and Copper Rule requires inspection and inventory of existing water service lines. A Professional Services agreement with Hazen and Sawyer will allow for them to provide ongoing indirect field support including reiterative interpolation and site selection for field verifications, providing ongoing field verification quality control, preparing service line inventory updates for the 120Water database, performing project management and administration, and conducting as needed additional support. There will be a fiscal impact of $168,670 to the Water Capital Renewal Fund. This is an approved project in the adopted FY26 budget. Staff recommends approval.
The City has been utilizing the National Community Survey (formerly known as the National Citizen Survey) as a budgeting tool since 2018. In the past, the survey's been conducted from October - December with a comprehensive report being issued in January and then delivered to the Council and staff thereafter. At that point, the City's budget process is already well underway. City staff is proposing to conduct the survey in May instead of October going forward to better align with the budget process. Staff recommends approval.
Mr. Steve Bauman entered into a ground lease with the Airport on February 1, 2008, and subsequently constructed a hangar on the property. Mr. Bauman now wishes to sell the hangar to the Withams, which requires transferring the existing ground lease to the Withams without any changes to the current terms. The attached agreement authorizes the transfer of the lease from Mr. Bauman to the Withams. Staff recommends approval.
Staff has been requested to draft a letter for Council approval to send to our State Legislators, requesting prioritization of funding for the resurfacing of Highway 93 from Kingman to Nevada. Staff recommends approval.
ACTION ITEMS
On August 1, 2025, the City of Kingman launched its first Kingman Initiative Grant Program, which provides funding to Kingman-based non-profit organizations to support building repairs and structural upgrades that foster tourism and economic development activity. The grant application window closed on August 31, 2025, and City staff received two proposals. Unfortunately, the review process revealed some issues in the application and award process that need correction. These issues are related to procurement requirements. Staff recommends canceling the current solicitation and making the attached draft recommendations to the application process.
At their September 2, 2025 meeting, the City Council requested staff bring back a report regarding the process for acquiring State-owned land and available parcels within the City Limits. It will also outline the associated costs, timelines, and potential risks involved to support Council's consideration of whether to direct staff to pursue specific parcels of interest and initiate acquiring a pre-application meeting. Council discretion.
